Warm up a large pot with olive oil. Add the onions, garlic and leeks, and saute for a few minutes.
Add the chicken broth and water into the pot, and bring it to a boil over high heat. Boil for approximately 20 to 25 minutes.
Add the celery, pre-cooked brown rice, and pre-cooked chicken, turnips and carrots to the soup. Add salt and pepper.
When the soup is almost done, stir in the chopped parsley and gently stir for an additional four to five minutes.
